目前我国乃至世界上绝大部分国家对质量体系的审核一直是审核员根据自己的知识、经验和判断能力按指定的质量保证标准进行定性评价(少数跨国公司对质量体系进行定量评价),但由于审核员的知识水平、审核能力各有差异,两个审核组对同一企业的审核结果可能会出现较大的差异。从而使审核结果缺乏公正性,对企业给予不够客观的评价,损害审核机构的权威性和公正性。为此,本文在分析了几种常用的系统评价方法后,选择了层次分析法(AHP)作为理论基础,提出了一种ISO 9000质量体系定量评价方法,
At present, the review of quality system in most countries in China and even in the world has always been based on their own knowledge, experience, and judgement ability. The qualitative evaluation is performed according to the specified quality assurance standards (a few multinational companies perform quantitative evaluation on the quality system), but There are differences in the level of knowledge and auditing ability of auditors, and the audit results of two audit teams on the same company may vary significantly. This results in a lack of impartiality in the audit results, an unfair assessment of the company, and an impairment of the authoritativeness and impartiality of the auditing agency. For this reason, after analyzing several common system evaluation methods, this paper selected the Analytic Hierarchy Process (AHP) as the theoretical basis and proposed a quantitative evaluation method for the ISO 9000 quality system.
