谷城县公安局按照厅党组“抓班子、带队伍、促工作、保平安” 的总体思路,大力弘扬“公正公仆,实干实效”的谷城公安精神,走出了一条经济快速发展、治安良性循环的新路子。谷城县公安局的经验是:1. 抓班子、带队伍,建设高素质的队伍,就是提高战斗力;2.以有为争有位,以有位创有为,为经济建设的全局创造良好的社会治安环境;3.社会主义市场经济条件下大力发扬专群结合的优良传统,切实把做好基层基础和群众工作当作巩固基层政权、维护党和政府形象的一个重要内容来抓,努力推进治安工作的社会化;4.不断探索实践治安新路,实现科学治安,提高治安控制力,保持治安良性循环。文章认为,谷城县公安局的经验的启示是:1.坚持抓班子、带队伍,就抓住了新形势下治安治警的根本;2.坚持抓基础,促治本,就抢上了经济快速发展、实现治安良好“小气候”的快车道;3.坚持严格执法,热情服务,就能赢得民心,赢得安宁;4.坚持锐意改革,科学治安,长抓不懈,为发展公安事业、维护社会治安,敢为天下先。
