1959年的新年和春节即将到来。1958年是不平凡的一年。一年来,我国经历了一个翻天复地的大变化。工农业生产齐头并进,钢铁、粮食和棉花生产都比去年翻上一番。农村已经基本上实现了人民公社化。在这大跃进的年代里,烈属、军属和残废、复员军人发挥了冲天的革命干劲,在各项生产建设当中做出了巨大的贡献,受到了党和人民的极高的评价。明年是我国建国十周年,是苦战三年的带有决定性的一年。这一年,工农业生产将有更大的跃进。同时,美帝国主义还在霸占着我国的领土台湾、澎湖、金门和马祖,制造国际紧张局势,我国人民为解放台、澎、金、马的斗争,已是一场严重的军事、政治斗争,这场斗争还将继续一个相当长的时期。因此,应当加强优抚工作,在1959年的新年、春节期间开展一次广泛的拥军优属活动,以鼓舞部队士气,增强人民群众的国防

Taiwan, Penghu, Kinmen and Matsu are creating tensions in the world. The struggle of our people for the liberation of Taiwan, Peng, Kim and Ma has become a serious military and political struggle. This fight will continue for a considerable period of time. Therefore, it is necessary to strengthen the special care work and carry out a wide-ranging campaign of supporting the army to promote the morale and enhance the people’s national defense during the Lunar New Year and the Spring Festival in 1959
