在过去五年,国家为了解决黄河防洪问题,投资将近70亿元。在未来五年,人们应该怎么对付洪水的泛滥呢?一项专门针对黄河下游未来五年防洪问题的研究项目,昨天通过水利部审查,并准备在近日启动。这个研究项目提出一项更大规模的投资规划,在未来五年投入近200亿元进行大规模建设,工程内容包括:完成沁河以下防洪堤段的加固,消除严重的堤沟河,基本完成重要险工坝垛的改建加固工程,进一步缩小河段主流的游荡范围,进一步完善河段,完成临黄大堤的堤顶硬化,解决东平湖违章建筑防洪堤的问题等。
