社会主义市场经济体制的建立和完善,使我国的社会经济结构和劳动力市场发生了巨大的变化,也对技工学校产生了深远的影响。经济欠发达地区县办技校既面临着严重的困难,又面临着发展机遇和挑战。经济欠发达地区县办技校面临的困难是多方面的。首先,由于县级财政困难,资金投入不足,办学规模小、档次低,不适应经济发展的需要。其次,由于本地经济基础差,职工群众经济收入偏低,城镇居民和农民家庭经济负担较重。学校为保生源,必须降低培训费,使学校办学经费紧张,规模难以扩大,设施无法更新,制约了学校的发展。第三,经济欠发达地区,工业基础薄弱,第三产业不够发
