中共中央办公厅、国务院办公厅近日转发了《关于领导干部定期接待群众来访的意见》等三个文件。文件特别对领导干部接待群众来访的程序、次数、处理方式等作出了详细规定,表明党中央国务院高度重视领导干部对信访群众的态度和处理问题的能力。近年来,在一些地方、一些领域群众信访案件高发,积累的各种矛盾比较突出,基层群众与干部之间存在一定的对立情绪。究其根本原因,还是与领导干部对信访问题的重视程度有很大关系,重视程度高,化解信访问题的办法就会多,信访群众的正当利益就能够得到保障,重视程度低,化解信访问题的力度就弱,信访群众为此要付出更多的信访成本。
The General Office of the CPC Central Committee and the General Office of the State Council recently forwarded three documents, “Opinions on Leading Cadres Receiving Regular Visits from the Masses” and other documents. The document provides in detail the procedures, times and methods of reception of the leading cadres by the leading cadres. It shows that the CPC Central Committee and State Council attach great importance to the attitude of leading cadres to the masses of letters and visits and their ability to handle problems. In recent years, in some places, there have been a great deal of contradictions among the masses of letters and petitions in some areas and the contradictions accumulated more conspicuously. There is a certain degree of opposition between the grassroots masses and cadres. The fundamental reason is that there is a great relationship between leading cadres and the importance attached to letters and visits. With a high degree of attention, there are many ways to resolve the problems of letters and visits, and the legitimate interests of petitioners can be safeguarded. The strength of the weak, petitioners have to pay more petition costs.
