江苏省老区开发促进会成员,反复认真学习江泽民同志的十六大报告,决心在新的党中央领导下,全面贯彻“三个代表”重要思想,努力促进老区全面建设小康社会。11月15日召开了40多位老同志参加的常务理事会集中讨论。老同志一致认为,十六大确定的全面建设小康社会的蓝图完全适合江苏老区的实际和广大群众的愿望。经过多年努力,江苏老区人民生活总体上达到小康水平,但这是低水平的小康,与全面建设小康社会的目标差距很大,需要努力奋进,加速建设。汪冰石理事长说,江苏省出席十六大代表、省委书记回良玉提出江苏贯彻十六大精神要再来一次思想大解放。我们可以分析哪些方面思想还不够解放,如何把农村剩余劳动力的包袱转变成财富,如何真正实施9年制义务教育,等等。总之,我们要加强城乡一元化建设,缩小城乡差距,学习国外和省外的成功经验,切实解决好农村剩余劳动力的转移,增加农民收入,为全面建设小康社会多办实事。徐智、余春芳、孙建南、张小刚、唐如浴等老同志就加速实现农业产业化建设、农村剩余劳动力转移、乡镇企业改制增效、农村土地

There is a big gap between the goal of building an overall well-to-do society and the need to strive for progress and speed up construction. Wang Bingshi, chairman of the council, said that at the 16th National Congress of the CPC, Jiangsu Province, Hui Liangyu, secretary of the provincial party committee, proposed that the implementation of the 16th National Congress of the CPC should be followed by an emancipation of the mind. We can analyze what aspects of thinking are not yet enough for liberation, how to turn the burden of rural surplus labor into wealth, and how to truly implement 9-year compulsory education. To sum up, we must step up the construction of a unified urban and rural areas, narrow the gap between urban and rural areas, learn from the successful experiences both at home and abroad, effectively solve the transfer of rural surplus labor, increase the income of peasants and do more practical work for building an overall well-to-do society.
