Professor Xiao Fei of Beijing Normal University proposed in People’s Education, Issue 6, 2003 that the modernization of ideas is the driving force behind the development of special education. One of the notions of modernization: there is no individual difference in the right to education. The right to education is the basic right conferred upon each and every citizen by national law. There is no individual difference in the right to education of a person. It does not differ on the basis of race, sex, religious belief, socioeconomic status and physical condition, nor should there be a primacy or precedence in the realization of the right.
