今年以来,深圳特区继续深入贯彻国务院《关于鼓励外商投资的规定》(下称“22条”),在提高认识、总结经验的基础上,认真改善投资环境的“软件”,为外商投资深圳、办好各类企业、提高经济效益服务,取得了新的成绩。深圳特区首先加强引进外商投资、引进新技术和先进设备的管理和服务工作,成立了引进领导小组,分工一名常务副市长管此项工作,并成立了引进外资办公室和外资服务中心。外资办公室建立后,简化了引进审批手续,实行引进项目预报制度,缩短了引进项目的审批时间。外资服务中心则着重为外商提供政策咨询服务,负责解决外商投诉的问题,介绍合作对象,发布有关信息。外资服务中心自去年12月成立至今年八月共接待来访外商438批、823人,受理投诉102起,联系办厂49项,提供咨询157次,提供各种服务130次,服务
