传统计划经济催生多重就业压力,邓小平以开放思维构筑市场就业:改革计划就业体系以开辟新的就业领域,对外开放以广纳资金技术提振就业,发展乡镇企业以搭建城乡就业桥梁,完善劳动就业制度以保障劳动者就业权。一系列充满开放意识和兼容并包的实践措施构建起邓小平就业思想体系,以经济创新突围就业禁锢,对我国在经济基础和劳动力素质较差的条件下如何创造条件开辟就业途径进行了开拓性的理论探索。
