从当前信访形势来看,信访问题主要有以下三个新特点:一是信访总量增大。特别是集体访明显增多。仅去年1—6月份我县共发生信访案件128件(次),比上年同期增长14.1％,其中到县以上集体访22件(次),同比多6件(次)。二是信访类型多样化。从引发信访的原因来讲,主要可概括为:历史遗留的问题,改革中部分政策法规不完善问题,经济生活中的一些突出问题,基层干部工作方法简单、作风不廉洁问题等。三是信访涉及面广,处理难度加大。目前许多信访常涉及上下几个部门和单位,问题复杂,处理时需多方协调,工作难度加大。针对信访工作的新特点,我认为要做好信访工作,就必须着力实现四个转变:
From the current situation of letters and visits, the letter and visit problems mainly have the following three new features: First, the total amount of letters and visits increases. In particular, there has been a marked increase in collective visits. In January-June last year alone, a total of 128 petitions (cases) occurred in our county, an increase of 14.1% over the same period of last year, of which 22 were group visits (counties) above the county level and 6 more cases (year-on-year). Second, the type of petition diversification. In terms of the reasons for initiating letters and visits, the main reasons can be summarized as follows: the issues left over by history, the imperfections in some policies and regulations in the reform, some prominent problems in economic life, the simple working methods for grassroots cadres and the unscrupulous work style. Third, a wide range of letters and visits involved, dealing with more difficult. At present, many letters and visits often involve several departments and units from top to bottom. The problems are complicated and the coordination needs to be handled by many parties and the work is more difficult. In response to the new features of the work of letters and visits, I think we must make efforts to achieve four changes in order to do a good job of letters and visits:
