监理行业能制约和规范建设单位和施工企业在具体施工项目上的施工行为,在治理建筑市场的混乱现场中发挥着不可替代的重要作用。2016年5月1日,国家财政部和税务总局联合颁布了营业税改征增值税政策(即“营改增”政策)在我国全面推行,监理行业面临着适应该政策的问题,本文从“营改增”政策对监理行业的影响入手,分析了“营改增”政策在监理行业中的适应情况,并提出了监理行业应对“营改增”政策的建议和措施,旨在为“营改增”在全国范围内的推行工作抛砖引玉、添砖加瓦。
