云南昭通彝良“9·7”地震震中,就在彝良县洛泽河镇。洛泽河,彝良县境内的主要河流,从西南流向东北,在盐津县改名横江,最后与金沙江汇合,注入长江。洛泽河全长156公里,在彝良县境内76公里,是彝良县百姓居住、生活、生产的主要水源。河流经过之处,即使崖下只有四、五百平米的缓坡,即使山坡的倾斜度在30度左右,也会有人建造栖身之所。洛泽河镇就是这样一个背山靠水的贫困乡
