放开放活国有中小型企业 ,是当前我国国企改革攻坚的一项重要内容。县级经济中的国有中小型企业大多为一般性的竞争企业 ,在国有经济的战略调整中属于“退”的范围。如何有序、有效的退出 ,是当前国企改革和资产重组中普遍面临的一大难题。四川省邛崃市积极支持民营企业参与国企改革并取得了显著成效 ,其经验值得我们借鉴。现将熊定能、张千里、郑继良同志的调查报告刊登于此 ,供理论界和实际工作部门的同志参考。
Letting go and letting go of the small and medium-sized state-owned enterprises is an important part of the current reform of state-owned enterprises in our country. Most state-owned small and medium-sized enterprises in county-level economy are general competitive enterprises, and fall within the scope of “retreat” in the strategic adjustment of the state-owned economy. How to exit in an orderly and effective manner is a common challenge faced by the reform and reorganization of state-owned enterprises. In Sichuan Province, Qionglai City actively supported the participation of private enterprises in the reform of state-owned enterprises and achieved remarkable results. Its experience deserves our reference.
