粉碎“四人帮”以后,我省国民经济得到较快的恢复和发展,工农业生产都取得了很大成绩,但和全国比较起来,我省经济仍然十分落后。从一九五○年到一九八○年,三十年来全国工农业总产值增长了10.5倍,平均增长速度为8.5%;我省只增长了5.4倍,平均增长速度为6.4%。同一时期,全国人口增长了78%,平均增长速度为19.4‰;我省人口增长了96%,平均增长速度为22.7‰。1980年,我省工农业总产值在全国的比重由1949年的2.4%下降到1.1%,而人口的比重却由1949年的2.6%上升为2.8%。按人口平均的工农业产值:1950相当于全国的77%;1957年相当于全国的62%;1965年相当于全国的51%;1980年相当于全国的39%。三十年来我省经济发展和全国的差距不是越来越小,而是日益增大的趋势。坚决改变这种状况,是全省各族人民的共同愿望和迫切要求,也是我省对于四化建设应作的贡献。为了尽快赶上全国平均水平,我们认为,从现在起,就应该从宏观经济上认真考虑哪些事情我们有条件办好,哪些事情要办好还有困难,并相应地调整我们的战略措施。
After the smashing of the “gang of four,” the national economy in our province has been rapidly restored and developed. Great achievements have been made in industrial and agricultural production. However, compared with the whole country, the economy of our province is still far behind. From 1950 to 1980, the national industrial and agricultural output value increased by 10.5 times over the past 30 years, with an average growth rate of 8.5%. Our province only increased by 5.4 times with an average growth rate of 6.4%. In the same period, the population of the whole country increased by 78% with an average growth rate of 19.4 ‰. The population of our province increased by 96% with an average growth rate of 22.7 ‰. In 1980, the province’s total industrial and agricultural output value in the country dropped from 2.4% in 1949 to 1.1%, while its population increased from 2.6% in 1949 to 2.8%. The average industrial and agricultural output value per capita is as follows: 1950 is equivalent to 77% of the national total; 1957 is equivalent to 62% of the national total; 1965 is equivalent to 51% of the national total; and 1980 is equivalent to 39% of the national total. In the past 30 years, the gap between the economic development in our province and the whole country is not getting smaller and smaller, but an increasing trend. Resolutely changing this state of affairs is the common aspiration and urgent demand of the people of all ethnic groups in the province and the contribution our province should make to the four modernizations. In order to catch up with the national average as soon as possible, we believe that from now on, we should seriously consider from the macroeconomic aspects what we can do on conditions and what should be done well and adjust our strategic measures accordingly.
