档案部门提供利用的有偿与无偿问题,近几年一直是档案界人士津津乐道的热点。究竟收不收,收多少,就目前我们了解的情况看,这种收费有着很大的随意性。不少地方的档案部门是“摸着石头过河”,自恃自己的部门是所谓的“清水衙门”,无其他创收门路,“靠山吃山,靠海吃海”,以档案有偿提供利用为生财之道,以此作为补助经费不足,发放福利待遇的渠道。因此,“张口三分利,不给也够本”,或收得理直气壮,或收得羞羞达达。理由似乎也说得过去:你要我服务,我就要收费。“在市场经济条件下,如今哪个部门不收费,我收这点费算得上什么”,持这种心态的同志在档案界不是少数。
