最近读到一则报道,说的是某县为加强外引内联,发展经济,竞以县委红头文件的形式规定:凡投资 1000万元以上,年纳税100万元以上的,可聘任为科技副县长;投资100万元以上,年纳税10万元以上的,可聘任为科技副乡、镇长。读罢这则消息,笔者对此做法颇感忧虑。为吸引外资加快经济发展步伐,对有突出贡献的生产经营者或投资者进行奖励是应该的。只要奖当其功,奖符其绩,“小车”、“小楼”奖出去也未尝不可。但那种仅凭投资,缴税利多少就奖给相应“官职”的做法,则使奖励严重地走了样、变了味。事实表明,以“官职”当“奖品”的负面效应是极为恶劣的。
