弱势群体实施危害公共安全罪,主要原因系基于其社会、经济、政治所处的劣势地位而引发的心理严重失衡。心态的严重扭曲,导致采取极端手段实施犯罪行为,达到其所谓的价值上认可,心理上平衡,情绪上宣泄。为此,应该依靠社会力量,从改善民生,强化心理疏导和法制宣传,加强公安机关应对处置能力等方面入手,实现弱势群体危害公共安全犯罪的源头预防。
The main reason for the implementation of the crime of endangering public security by vulnerable groups is the serious psychological imbalance caused by the disadvantaged position of their social, economic and political positions. The serious distortions in the mindset lead to extreme measures to commit criminal acts, to what they call worth recognition, to psychological balance, and to emotionally vent. To this end, we should rely on social forces to improve people’s livelihood, to strengthen psychological counseling and legal publicity, strengthen the public security agencies to deal with handling capacity and so on, to achieve the source of prevention of public security crimes against the disadvantaged groups.
