2009年1月20日,美国历史上第一位黑人总统奥巴马将正式宣誓就职。由于此次政权交替正处在美国发生金融危机、整体经济衰退、全球经济低迷,又是民主党从共和党手里全面接掌美国政治话语权的特殊时刻,世人对奥巴马的走马上任格外关注,并对他可能采取的政策取向进行了种种分析和猜测。而其中之一,就是这个美国历史上第56任总统将采取何样的能源政策,对世界能源的生产和消费会产生什么样的影响。
