3月26日,世界贸易组织(WTO)公布了美国、欧盟、日本诉中国稀土、钨、钼相关产品出口管理措施案专家组报告,裁定中方涉案产品的出口管理措施违规。按照WTO规则,中方还有60天的时间申诉,如果最终难以改变结果,针对稀土、钨、钼三种原材料的出口配额管理制度可能被取消。在业内人士看来,在稀土出口配额争端中,虽然充满了国家利益的分歧与冲突,但也充分暴露了我国稀土产业的积弊。
On March 26, the World Trade Organization (WTO) announced the report of the panel of experts on the export management measures of China’s rare earth, tungsten and molybdenum-related products from the United States, the European Union and Japan, and ruled that the export control measures of the Chinese-related products were not in compliance. According to the WTO rules, China still has 60 days to file a complaint. If it is hard to change the outcome, the export quota system for rare earth, tungsten and molybdenum may be canceled. It seems the industry view, in the export quota disputes rare earth, although full of differences and conflicts of national interest, but also fully exposed the shortcomings of China’s rare earth industry.
