“三规合一”概念“三规”即国民经济和社会发展规划、土地利用总体规划和城市总体规划。由于我国行政体制的限制,编制、审批、实施、监督等流程和环节存在一定的交叉、矛盾、分割,沟通不畅的现状,在一定程度上影响了我国经济社会和城市建设的健康有序发展。通过“三规合一”的实施,将多种规划落实到一个空间平台,将三种规划有效结果,各自补充,各自完善,达到有效指导城市建设的作用。宾县“三规合一”规划实践
