国家体制改革委员会副主任高尚全在一九八五年十二月二十八日的《经济日报》上撰文指出,经济体制改革是一项十分复杂的系统工程,也可以说是第二次革命。基于社会主义经济是公有制基础上有计划的商品经济这一理论上的突破,我国的经济体制改革实际上已进入由旧体制向新体制转轨的过程。在模式转换过程中,计划经济与市场机制有机地结合,使我国经济走上了双重体制的轨道。
