约束官员的权力,必然包括两个方面,其一是对权力的制度化制约,使任何官员手中的权力,都不会大到自由驰骋的程度。其二则是必须实现对权力的监督,让所有权力的运行过程都处在公众的注目之下,让每个官员都不敢放肆无忌地擅权谋私。
Constraints on the officials’ powers must include two aspects. One is the institutionalization of power so that the power of any official will not be so large as to free ride. The other is that we must realize the supervision of power so that the running process of all powers is under the public’s attention so that every official can not arbitrarily and arbitrarily seek personal gain.
