水利工程造价控制贯穿于整个项目实施阶段,项目的招标方在保证水利工程安全的前提下,对工程造价采取有效的控制,以寻求更高的投资效益。水利工程施工合同通常采用单价合同,招标价格是根据图纸做出的预估价格,不能作为最终的价格,而投标单位的中标报价是最终的合同价,但是实际竣工结算价才是工程的实际造价。在此,作者根据多年的水利工程管理经验,对水利工程招投标阶段的造价控制进行浅述。
