突发事件一般是指由于自然的、人为的、或社会政治原因引起的突然发生的、不以事件的相对人和事件管理者的意志为转移的、在一定范围内对社会生活秩序造成严重影响、冲击乃至危害的事件。突发事件的发生,往往造成严重而恶劣的影响,不仅在物质上造成损失,还会对人的精神造成创伤。由于受到突发事件的影响,在公众的身上会出现焦虑、恐慌和不安的心理,行为失常等现象。思想政治工作对于稳定突发事件后的公众情绪具有很重要的作用,是解决基层群众问题的有效方式。
