随着社会主义市场经济体制的建立和社会保障制度的逐步深入,机关和事业单位养老保险制度改革越来越紧迫。作为云南省机关事业单位养老保险制度改革试点在蒙自县按照上级政府要求,于1993年先行开展机关、事业单位的养老保险制度改革试点工作。但由于蒙自是农业县,经济基础薄弱,因此,开展养老保险改革不可能走积累与发展同步进行的道路,只能是走先积累后发放的道路。在七年的积累过程中,养老基金的保值增值问题日益成为一个突出的大问题。
With the establishment of the socialist market economic system and the gradual deepening of the social security system, the reform of the pension insurance system of institutions and public institutions is becoming more and more urgent. As a pilot reform of endowment insurance system of organs and institutions in Yunnan Province, pilot reform of endowment insurance system of institutions and public institutions was first carried out in 1993 in Mengzi County in accordance with the requirements of the higher level government. However, since Mengzi is an agricultural county, its economic foundation is weak. Therefore, it is impossible for the reform of pension insurance to take the path of accumulation and development simultaneously, which can only be released after the first accumulation. In the course of seven years of accumulation, the issue of increasing the value of pension funds has increasingly become a prominent major issue.
