费用效益分析在交通项目评估研究中受到了广泛关注。在分析两种常用的费用效益分析方法的缺陷后,笔者介绍在次优状态下,基于一般均衡理论构建的拥挤运输路网效益评估模型,并基于新建与改建交通设施效益评估工程给出了新方法的应用范例。结果表明:网络影响分析法可能会过大估计项目的效益,基于次优的运输路网效益评估模型较现有国际流行的网络影响效益计算法更符合实际。
Cost benefit analysis has received extensive attention in the research of traffic project evaluation. After analyzing the defects of two commonly used cost benefit analysis methods, the author introduces the evaluation model of crowded transportation network based on the general equilibrium theory under the second best condition, and gives a new evaluation model based on the benefit evaluation project of new and reconstructed traffic facilities Application examples of methods. The results show that the network influence analysis method may overestimate the benefit of the project, and the suboptimal transport network benefit evaluation model is more realistic than the current international popular network impact benefit calculation method.
