砍掉一大批不合理收费,控制收费规模,加快推进“费改税”的进程,是朱镕基总理3月19日在“两会”记者招待会上阐述施政纲领时提出的五项改革中的重要一项。他说:“很多政府机关在国家规定以外征收各种费用,使老百姓负担不堪,民怨沸腾。”3月下旬,本刊记者在烟台等地深入纳税人当中就“税与费”问题进行了采访调查,90％以上的人认同纳税,并认为收费太乱。调查结果显示——
