1988年8月22日至26日在法国首都巴黎召开的第11届国际档案大会,是一次规模空前的国际档案界盛会,来自110多个国家和地区、15个国际组织的代表约2000多人出席了大会。大会的中心议题为“新型档案材料”,分成三个专题讨论,每一专题由一篇主报告和几篇辅助报告组成,现分别简述如下: 第一专题的主报告题目是“新型档案材料形成和收集的原则”。所谓新型档案材料,是指传统的纸质档案以外的照片、影片、缩微复制品、录音录相带、光数码磁盘等媒介物（载体）上的档案。它们的出现,预示着给世界带来新的变化,表明了“记忆力的延伸、情报体系的扩大和改变、新的组织形式和新的文化模式的出现”。
