随着社会主义市场经济的发展,我国正以土地有偿使用为基本思路,开展对土地使用制度的改革,从而也为改革林地使用制度提供了良好的外部环境。林地使用制度改革的目标应是通过明晰的林地产权制度、公平的林地市场竞争机制和合理的林地收益分配机制,实现林地资源的合理配置。林地使用制度改革涉及的内容主要有:对林地地租和地价理论的研究、林地价值评估体系和方法的确立、林地产权的界定和林地市场的培育、适应市场机制的新的林地管理制度的建立等。本文仅就林地地租和地价等方面的问题谈点肤浅认识。
