现将国务院批转“国务院秘书厅关于刘金灿案件处理过程的检查报告”转发给你们。希望各地区各部门根据这个报告的精神,结合五反运动,对本地区本部门的人民来信来访案件,进行一次认真的检查和清理。通过检查、清理,发现问题,抓住典型,总结经验、教训,教育干部,改进工作。对于那些长期拖延积压、群众多次来信来访未得到解决的问题,应当分类排队,组织一定的力量,彻底把情况搞清楚,找出未得到处理的原因,按照党和国家的政策,分别给予恰当的处理。绝不能采取官僚主义的态度,把它放在一边,长期不加过问,或者马马虎虎,应付了事,以免增加群众的困难,造成不良的政治影响。附:国务院批转国务院秘书厅关于刘金灿案件处理过程的检查报告
