三、创造提高西部金融资源利用效率,扩大资本积累,加速经济发展的条件 中国西部是具有战略意义的待开发地区。因此,要从战略的高度考虑西部金融改革问题。西部是东部经济持续发展的原材料、能源供给基地,西部又是东部工业品销售的国内最大的潜在市场,西部还是我国民族团结、社会稳定的重要地区,也是我国对外开放的第二前沿地带。从整个社会经济发展的战略眼光看,西部是顺利实现国民经济第二阶段目标的希望所在。待开发地区经济的发展,首先有赖于和敢于、善于开发和利用金融资源来促进经济的发展。因为金融资源是现代社会最重要的资源,金融资源的利用状况是决定一个地区经济资源转化为商品资源的重要条件。长期以来,中央对西部采取政府转移支付的方法,实行“输血”型的财政金融政策。由于财政金融与产业开发结合的不好,导致前30年出现的财政“输血”和金融“失血”的不良运行机制,金融资源在西部得不到有效利用。实践证明,用牺牲整体效军追求地区平衡的做法是不能有效促进西部地区经济发展的。因此,90年代在向市场经济体制转变的过程中,迫切需要探索如何利用金融资源的途径。基于以上考虑,现阶段在金融体制改革的总体框架内,西部能够采取哪些措施,争取哪些条件来提高金融资源的利用效率,促进西部经?
III. Creating Conditions for Improving the Utilization Efficiency of Financial Resources in the West, Enlarging Capital Accumulation and Accelerating Economic Development The western part of China is a strategic area to be developed. Therefore, we must consider the issue of financial reform in the western region from a strategic perspective. The western region is the country’s largest potential market for the sustained development of the eastern economy and the base for supplying energy. The western region is also the largest potential market for the sale of industrial products in the east. The western region is also an important region for our national unity and social stability. It is also the second forefront of China’s opening to the outside world. Judged from the strategic perspective of social and economic development as a whole, the western region is the hope for the successful realization of the goal of the second phase of the national economy. The development of regional economy to be developed depends, first and foremost, on daring and being good at developing and utilizing financial resources to promote economic development. Because financial resources are the most important resources in modern society, the utilization of financial resources is an important condition that determines the transformation of a regional economic resource into a commodity resource. For a long time, the central government has adopted a method of transferring government payments to the west and implemented a “blood transfusion” type of fiscal and monetary policy. Due to the poor combination of finance and industrial development, leading to the poor running mechanism of fiscal “blood transfusion” and “blood loss” in the first 30 years, the financial resources can not be effectively utilized in the west. Practice shows that pursuing regional balance at the expense of the overall efficiency army can not effectively promote the economic development in the western region. Therefore, in the process of transforming the market economy system in the 1990s, there is an urgent need to explore ways to make use of financial resources. Based on the above considerations, what measures can be taken in the west in the overall framework of the reform of the financial system at this stage and what are the conditions for striving for improving the utilization efficiency of financial resources and promoting the western economy?
