我国公民的规则意识相对比较淡薄,就比如说开车,违反交通规则、酒后驾驶等屡禁屡发生。公共场所禁烟的推行也是难以执行。我认为主要原因有三,一是我国公民在学生时代就没有形成强烈的规则意识;二是制定的规则不严厉,犯罪成本太低;三是对违反规则处罚不到位,讲关系、开后门,或者通过融通去解决。这几天看了《德育智慧源何处》一书,其中一个经典案例:《不近人情的哈佛》给我留下深刻的印象。内容大致如下:
The awareness of the rules of our citizens is relatively weak, for example, driving, violation of traffic rules, drunk driving repeated offenses.
