19世纪60—70年代,在远东各国面临殖民地化危机总的历史背景之下,中日两国被迫放弃闭关锁国政策,走向开国,先后组织了遣使西洋的活动。从近代化角度看,这是两国加入近代国际秩序。实现外交近代化的一个关键步骤,在中日两国的历史转折关头,其意义自不待言。但如果结合史实,对两国出使活动进行综合比较研究,则会发现,两国出使西洋的行动有较大不同。本文试从出使过程、出使目的及成效等方面对两国出使西洋的活动作一比较性探讨。
In the 1960s and 1970s, under the general historical background that all countries in the Far East faced the crisis of colonialization, China and Japan were forced to abandon their policy of shutting the door to lock up the country and started to organize. They successively organized the activities of seizing the West. From a modernization perspective, this is the joining of two countries into the modern international order. The crucial step towards the modernization of diplomatic affairs goes without saying, at the juncture of the historical turning point in China and Japan. However, if we combine historical facts and conduct a comprehensive comparative study of the ambassadors’ activities in the two countries, we will find that there is a big difference in ambassadorial activities between the two countries. This article tries to make a comparative study of the activities of the two countries in their bidding for the Atlantic from the aspects of handling procedures, purpose and effect of the missions.
