2004年1月5日,一辆大货车高速行驶在北京南四环路面上,“开车人在没有向其它车辆发出任何警告和提示的情况下,突然违章转向逆行道”,刹时9车相撞,当场造成5人死亡,2人重伤,4辆汽车报废,其中两辆从外表已看不出来像一个汽车了,汽油掺杂着血水沿着路面缓缓流动。不少人开着霸王车在道路上横冲直闯,超速行驶,强行超车;在市区街道上行车时遇有人行横道线不减速,碰到红灯不停车,转向或掉头不开转向灯等;晚上不需要用喇叭的时候却常常按着高音喇叭一路狂奔……在中国所有的法规里面,交通法规可能是最没有权威、最容易被人漠视的一种法规,每天都有成千上万的人以各种各样的形式触犯它,并且一而再、再而三地违犯它。近年来,随着我国经济建设的发展和人民生活水平的提高,机动车和开车人数量迅猛增长,但交通安全形势日益严峻,道路交通违章、肇事问题突出,开车人整体素质亟待提高。
