在探讨我国武器装备发展战略之前,有必要考查一下美、苏武器装备发展战展及效果,以供我们在研究时借鉴和参考。美国在发展武器装备过程中采取的战略是以技术优势抵销苏联在武器装备上的数量优势,五角大楼强调采购体现目前最新技术的飞机、军舰、坦克和其它装备。笔者认为美国的以技术优势制胜的战略实施效果并不理想,这表现在以下几方面: (1)由于大量采用先进技术,使武器装备造价随着技术上要求的提高而急剧上升。
