对社会保障制度中政府与市场功能的思考

西方国家关于社会保障制度中政府与市场功能理论的演变,主要经历了三个阶段,即政府全面干预理论阶段、市场调节理论阶段和政府与市场两种机制结合理论阶段。而我国理论界关于这方面的研究还处于起步阶段。在我国,对政府与市场功能的选择,应以政府公平与效率的价值取向、我国经济发展状况和不同的社会保障项目为依据。

Western countries on the social security system, the evolution of the theory of government and market functions, has gone through three stages, namely, the government fully intervened in the theoretical stage, market regulation theory stage and the government and the market two kinds of mechanisms combined with the theoretical stage. The theoretical circles in our country are still at the initial stage in their research. In our country, the choice of government and market function should be based on the value orientation of government fairness and efficiency, the economic development of our country and different social security projects.
