It is an essential requirement to establish a modern enterprise system with Chinese characteristics by upholding the party’s political leadership over state-owned enterprises and by giving play to the political core role of the party organizations in state-owned enterprises. Full reliance on and mobilization of the enthusiasm and creativity of the masses of workers and staff members. To play this political advantage, we must first solve the problem of ideological understanding.
