党的十八届四中全会以全面推进依法治国为主题,并确定全面推进依法治国的总目标为:建设中国特色社会主义法治体系和建设社会主义法治国家。要想实现其总目标就离不开党和政府的共同努力,在坚持依法治国的前提下,党要依法执政,政府要依法行政,并做到建设法治国家、法治政府和法治社会。法治社会是法治国家的重要内容,本文对加快建设法治社会的科学内涵、重大意义和基本途径做了详细论述,综合阐述了建设法治社会对实现社会主义法治国家总目标的重要性及迫切性。
The Fourth Plenary Session of the 18th CPC Central Committee, with the overall theme of governing the country according to law, and setting the overall goal of comprehensively promoting the administration of the country according to law, is to build a socialist system of rule of law with Chinese characteristics and build a socialist country ruled by law. In order to realize its general goal, it is inseparable from the joint efforts of the party and the government. Under the precondition of governing the country according to law, the party must govern according to law and the government should administer according to law and should build a state under the rule of law and a government under the rule of law and a society ruled by law. The law-based society is an important part of the country under the rule of law. This article elaborates on the scientific connotation, great significance and basic approaches to speed up the construction of a society ruled by law. It comprehensively expounds the importance and urgency of building a society ruled by law to the overall goal of a socialist country ruled by law.
