管理标准与制度既有联系又有区别。制度在出现时间上要早于管理标准,随着管理规范化、精益化程度提高,制度会向管理标准转化,而实现转化的条件主要有两种情况:一是专业业务的相对成熟与规范化;二是制度本身已经成熟稳定。近年来,广东粤电集团公司(简称:集团公司)为强化管理,积极推行标准制度建设工作,取得明显效果,但在推行过程中,出现的一个问题是“标准”、“制度”都是规范性文件,既有共性又有区别,该如何在企业中正确使用,成为一个普遍关注的问题。
