通过吸引外国直接投资引入世界先进技术,进而提高我国整体技术水平,即“以市场换技术”是20世纪中后期以来我国吸引外资的重要目标之一。“以市场换技术”战略实施以来,对我国产业发展,生产能力和生产技术水平的提高起到了很大的推动作用。但也应看到,在外资企业获得了巨大市场份额,甚至垄断我国某些产业的同时,国内自主研发和创新能力的提高却进展缓慢,甚至在一些产业内形成了严重的技术依赖。
By attracting foreign direct investment to introduce advanced technologies in the world and further raising our overall technological level, “replacing markets with technologies” is one of the important goals of China’s attraction of foreign investment since the latter part of the 20th century. Since the “market-for-technology” strategy has been implemented, China’s industrial development, production capacity and production technology have played a significant role in promoting. However, it should also be noted that while foreign-funded enterprises have gained a huge market share and even monopolized certain industries in China, the improvement of their own domestic R & D and innovation capabilities has progressed slowly and even formed serious technological reliance in some industries.
