江西省人民政府令教字第五十四号事由:转发中南教育部令「农民业馀教育群众教师优待、奖励、生活补助暂行办法」希各级人民政府切实遵行由各专署、市、县人民政府:提高佔全省人口百份之七八十的农民的政治文化水平,达到巩固人民民主专政,团结全体农民提高农业生产,积极响应政府号召,完成抗美援朝、镇压反革命、土地改革三大任务,这是当前的重大政治任务。毛主席说:「严重的问题是教育农民」。今年冬天,我省将大力发展冬学,并将在冬学基础上转为常年农民业馀学习,单依靠现有的小学教师已经不够,势必大量培养群众教师,才能担负起这一重大任务。兹转发中南军政委员会教育部令「中南区农民业馀教育群众教师优待、奖励、生活补助暂行办法」希各级人民政府切实遵照施行。各级教育行政部门,更应很好学习,根据这一文件精神,作出具体计划,积极培养群众教师,作为今冬大量开展冬学的准备,望将执行计划、步骤办法报省为要。此令。附:中南区农民业馀教育群众教师优待、奖励、生活补助暂行办法主席邵式平一九五一年十月九日
