读了《南风窗》87年6月号《扔了一个花园酒店》一文后,十分感慨,我国的社会主义公费医疗,为什么出现这么多令人痛心的事情呢? 我以为,公费医疗改革的目的,第一就是使本社会中患有疾病的公民得到合理的医治并杜绝“无病呻吟”的恶习,第二是保证社会每个公民的身体健康但又要防止自私自利、损人利己、损公肥私的“精神污染”。为此,本人认为公费医疗制度可实行下述改革措施: 第一,取消大锅饭承包制,改为给全体公民发医疗补助
