当前我国的基层政府大都仍属“行政命令型”政府,存在着单纯以行政命令管理社会的问题。基层社会自治组织本应让群众实现自我管理、自我服务,而实际上很大程度上被行政化、机关化,有的甚至沦为基层政府的附属物。为实现全面深化改革的总目标,我们需要重新思考并扭转两者间的关系,转变政府职能,建立服务型基层政府,为基层社会自治组织服务,开展基层社会自治,提高基层社会治理水平。
At present, most of the grassroots-level governments in our country still belong to the “administrative order-type” government, and there exists the problem of simply managing the society with administrative orders. Grassroots social self-governing organizations should have let the people realize self-management and self-service. In fact, they are largely administratively and organized, and some even become adjuncts to grassroots governments. In order to achieve the overall objective of deepening the overall reform, we need to rethink and reverse the relationship between the two, transform government functions, establish a service-oriented grassroots government, serve grassroots social self-government organizations, carry out grass-roots social autonomy and raise grass-roots social governance.
