主任、各位副主任、秘书长、各位委员: 2008年11月26日,省十一届人大常委会第七次会议对《湖北省高速公路管理条例(草案)》(以下简称草案)进行了审议。委员们认为,我省高速公路事业发展很快,在规划、投资、建设、养护、经营、使用和管理的各个环节都积累了一些新的经验,也出现了新的情况和问题,原高等级公路管理条例已经不能适应形势发展的需要,根据我省高速公路事业发展的需要,制定新的条例很有必要。建议对草案作进一步修改后,提请下次常委会会议审议。
Directors, Vice Presidents, Secretary General and Members: On November 26, 2008, the 7th meeting of the Standing Committee of the Eleventh National People’s Congress held a review of the “Hubei Provincial Expressway Management Regulations (Draft)” (hereinafter referred to as the “Draft”) . The members think that the cause of expressways in our province has developed rapidly and accumulated some new experiences in all aspects of planning, investment, construction, maintenance, operation, use and management as well as new situations and problems. The former high-level Highway regulations can no longer meet the needs of the development of the situation, according to the needs of the development of highway in our province, the development of new regulations is necessary. Proposals for further revision of the draft, to the next Standing Committee meeting for consideration.
