从农村土地的属性与功能看,农村土地具有权益属性与保障功能、资源属性与价值功能、资本属性与经济功能和社会属性与综合功能。推进农村土地改革,必须以保护农村土地财产性权益为核心,为此必须:明晰农村土地产权,确保农民土地权能收益;规范农村土地流转制度,提高承包地流转收益;畅通农村集体建设用地使用权,保障农民分享土地增值收益;完善农村征地补偿机制,提高土地征用补偿收入;完善农村金融服务体系,配套服务农村土地财产收益;推进农村集体经济组织产权制度改革,增加农民共有资产收益。
From the perspective of the attributes and functions of rural land, rural land has the functions of equity and security, resources and value, capital and economic and social attributes, and comprehensive functions.
