第一章主要任务第七个五年计划的主要任务是:(一)进一步为经济体制改革创造良好的经济环境和社会环境,努力保持社会总需求和总供给的基本平衡,使改革更加顺利地展开,力争在五年或更长一些的时间内,基本上奠定有中国特色的新型社会主义经济体制的基础。(二)保持经济的持续稳定增长,在控制固定资产投资总额的前提下大力加强重点建设、技术改造和智力开发,在物质技术和人才方面为九十年代经济和社会的继续发展
