In May 1985, Victoria Attorney General Jim Kenan submitted a report to the Legislative Council recommending the introduction of new rules to simplify the language and structure of the Victorian Constitution. He said the legal form should be “kenanhua.” Therefore, he proposed that legislation should be “easy to understand, free from flamboyant, lengthy, simple and straightforward, and full of common sense.” He devised the following reforms to the legal expression: (1) There is no lengthy Title; (2) do not use the Latin word; (3) no longer use the dynastic years; (4) explanatory text should be abbreviated as “Queen and Parliament to develop ...... ”; A description of the title; (6) the first article should state the purpose of the bill; (7) the bill should be in decimal notation; (8) repetitions and unnecessary wording should be deleted.
