最近,我对部分乡镇企业进行了调查,发现了当前乡镇企业干部中存有“九怕”与“九盼”:一怕频繁调换,朝不保夕,难以考虑长远打算。盼望上级能明文规定乡镇企业干部的任职年限和罢免条件。二怕一个将军一道令,村镇换官,下边换法,使企业领导进退两难。盼望上级领导对村镇干部精心筛选,保持相对的稳定期。三怕扶竹杆不扶井绳。有些企业建厂前,村镇领导鼎力相助。一旦生产不景气,村镇领导又釜底抽薪,不给精神和物资上的支持。
