黑龙江省水运事业随着改革开放的不断深入发生了根本性变化,一方面,原有的水路运输已改用汽车运输,使水路运输货源只剩下为数不多的木材、煤炭、砂石等。加之黑龙江水域封冻期比较长,每年还有40—60天的枯水期,大型船舶运行不足170天,航运事业发展举步维艰。另一方面,哈尔滨的基础设施、桥梁、公路兴建扩建,房地产开发业迅速发展,需砂量巨增,致使挖砂船、运砂船迅速增加。目前哈尔滨上下30km水域内就有采砂船队60多个。这些采砂船队每年为哈尔滨提供

On the one hand, the original water transport has been switched to automobile transport, leaving only a few timber, coal, gravel and so on.
